Three steps

How to fill out WH-347 from a payroll export

  1. 1Choose the payroll exportCSV or Excel from your payroll or timesheet software, for one workweek.
  2. 2Check columns and projectConfirm the matched columns, the week ending date and the project fields.
  3. 3Download, check, signThe filled DOL form as a PDF. Review it, then sign the Statement of Compliance.

What WH-347 is

WH-347 is the U.S. Department of Labor's weekly certified payroll form for construction work under the Davis-Bacon and Related Acts. The form itself is optional, but contractors and subcontractors on covered federal or federally assisted contracts must send payroll information every week, with a signed Statement of Compliance, under 29 CFR 5.5(a)(3)(ii). This page fills the current DOL form, Rev. January 2025 (OMB No. 1235-0008, expires 01/31/2028).

From payroll export to signed form

  1. Export the week from your payroll or timesheet software as CSV or Excel. One row per worker with daily hour columns, or one row per worker per day with a date column.
  2. Check the columns. Each heading is matched to a form field; change any match. Deduction columns add up, so federal and state tax share one box.
  3. Enter the week ending date and the project details once; this browser remembers them for next week.
  4. Tick the statements that are true and download the PDF. Review it, then sign it by hand or with your own signature tool.

What goes where on the form

Each worker gets a row with entry number, last, first and middle name, ID, J or RA, classification, straight-time and overtime hours for each day, total hours, rates, fringe credit (6B), cash in lieu of fringes (6C), gross for the project (7A) and for all work (7B), deductions and net pay. Following the DOL instructions:

  • a worker in two classifications gets two rows with the same entry number;
  • full Social Security numbers are cut to the last 4 digits, because the form must never show a full SSN;
  • more than 8 rows continue on extra copies of page 1, with the entry numbers carried on;
  • daily hours without overtime columns can be split at 40 hours a week into the OT row, the rule for contracts under the Contract Work Hours and Safety Standards Act;
  • registered apprentices show RA; write each one's level of progression next to it by hand;
  • page 2 gets the headers, the certifying official, the ticked boxes, up to 3 apprenticeship programs, the total hourly fringe credit (6B divided by hours) for up to 8 rows, remarks, phone and email.

The checks

Before you download, every row is checked: straight-time hours times the rate plus overtime hours times the overtime rate plus cash in lieu must equal gross (7A), the deductions must add up to the total, and gross for all work minus deductions must equal net pay. Missing rates, IDs or daily hours and more than 40 straight-time hours are flagged. A missing gross is worked out from hours and rates, and marked. The tool does not know your wage determination, so it cannot check that the rates meet it.

Your payroll stays on your computer

The file is read in your browser, and the blank form comes from DocFig as an unchanged copy of the DOL PDF; pdf-lib writes the entries onto it on your device. Nothing is uploaded. How to check this yourself.

Questions

How do I fill out a WH-347 form?

Choose your payroll export here, check the columns, add the week ending date and project details, tick the true statements and download the filled form. Then review and sign page 2.

Can I use my payroll software's export?

Yes, if it exports the week's payroll as CSV or Excel. Columns are matched by their headings, so no special layout is needed; change any match that looks wrong.

Does WH-347 need my workers' full Social Security numbers?

No. The DOL instructions say full Social Security numbers must not be included: use the last four digits or another worker ID. A full SSN in your file is cut to the last 4 digits.

What if I have more than 8 workers?

The tool adds as many copies of page 1 as needed, 8 rows each with the entry numbers carried on, followed by one page 2. A worker in two classifications takes two rows with the same entry number.

Does the tool check prevailing wage rates?

No. It checks the arithmetic in your file, not the rates in your wage determination. You remain responsible for paying at least the required rates and for every entry on the form.

Is my payroll uploaded?

No. The file is read and the form is filled on your device. Only the project details you type are kept, in this browser, for next week.

Matching net pay against the bank?

The DocFig bank statement converter turns PDF bank statements into Excel or CSV, checked against the balances, so each net payment can be found in the account.
